A book so taboo, it seemed, didn\u2019t belong in the hands of a child.<\/p>\n<p>Walker\u2019s scathing account blamed Everett mill owners, police and citizen deputies for a deadly Nov. 5, 1916 showdown on the waterfront. Two deputies and five Wobblies were killed in the gun battle. That was the official death toll anyway. A half-dozen others aboard the steamer Verona disappeared in Port Gardner that afternoon, never returning to pick up the union cards they\u2019d left at the IWW Hall in Seattle that morning.<\/p>\n<p>Dilgard, now 71, went on to become an historian, and he works out of the library where he\u2019d been rebuffed as a child. He has spent a lifetime researching that fateful day and the events that led up to it&#8230;<\/p>\n<p>As they had in other cities, the Wobblies frequented picket lines and street corners, taunting the industrial elite and wooing the working class.<\/p>\n<p>They stoked the fears of the city\u2019s leaders with the unsettling image of a spooky black cat. With its back arched and hackles raised, the cat appeared large, menacing and feral.<\/p>\n<p>The image was stealthily left as a calling card in many places, including the sheriff\u2019s Marysville farm.<\/p>\n<p>The labor press in early September played on the paranoia the cat evoked.<\/p>\n<p><a href=\"http:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/IWW-Cat.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-20123\" src=\"http:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/IWW-Cat.jpg\" alt=\"\" width=\"432\" height=\"478\" srcset=\"https:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/IWW-Cat.jpg 432w, https:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/IWW-Cat-136x150.jpg 136w\" sizes=\"auto, (max-width: 432px) 100vw, 432px\" \/><\/a><\/p>\n<p>McRae and members of the Commercial Club became careful readers of the Industrial Worker. In its pages, they were teased with cryptic references to the cat \u2014 Wobbly slang for sabotage.<\/p>\n<p>On Sept. 2, 1916, an article threatened \u201cto turn the cat loose\u201d in the city if IWW members jailed for violating free speech laws weren\u2019t released.<\/p>\n<p>On Oct. 21, two weeks before the shootings, under the headline \u201cReign of Terror at Everett,\u201d the cat was reported to have sharpened its claws.<\/p>\n<p>The story said \u201cA rich and nourishing mess of cream has been provided for the kitten.\u201d&#8230;<\/p>\n<p>In Everett, deputized men in overcoats armed themselves with guns and rifles and tied white handkerchiefs around their necks to make it easier to identify allies. In a waterfront warehouse where most remained hidden, McRae, according to a trial transcript, gave them instructions. \u201cI told them they shouldn\u2019t display no arms, and not make no noise nor pass no remark, that I would do the talking myself.\u201d<\/p>\n<p>The Verona was the first to land, carrying roughly 260 passengers, mostly members of the IWW. Only one line was tied to the dock before McRae, flanked by Deputy Beard and Charles Curtiss, a National Guard lieutenant, walked up to the boat and shouted through a megaphone:<\/p>\n<p>\u201cWho is your leader?\u201d<\/p>\n<p>\u201cWe\u2019re all leaders,\u201d someone shouted back.<\/p>\n<p>\u201cYou can\u2019t land here.\u201d<\/p>\n<p>\u201cThe hell we can\u2019t\u201d was one reply among defiant catcalls.<\/p>\n<p>Who fired the first shot is still unknown. There were many conflicting accounts.<\/p>\n<p>McRae was hit three times, dinged in his heel and leg. Curtiss, 35, died instantly from a wound to the heart; Beard, 45, was shot in the lungs and died the following morning. Curtiss had three daughters; Beard was a father of four.<\/p>\n<p>The Wobblies scrambled for cover, nearly capsizing the steamship in their rush to the far side. A hail of bullets pounded the ship and screamed into the drink where men who\u2019d fallen overboard struggled to get back aboard. Wobblies Felix Baran, Hugo Gerlot, Gustav Johnson, John Looney and Abraham Rabinowitz died on the Verona\u2019s decks. Their lives would be remembered in black-and-white IWW postcards. Oda\/Bay Area News Group)<\/p><\/div>\n<p>As the Oakland Unified School District (OUSD) struggles to maintain financial solvency \u2013 cutting expenses and realigning spending priorities \u2013\u00a0 reports are coming to light indicating that expenditures for administrators and consultants grew dramatically during the three years of Supt. Antwan Wilson\u2019s administration and regularly exceeded the adopted budget by as much as 100 percent.<\/p>\n<p>\u201cAs leader of OUSD, these are not the kind of numbers I want to see,\u201d said Superintendent Kyla Johnson-Trammell.<\/p>\n<p>\u201cOur schools need the best leadership we can find, but we must find and keep those leaders while working within our means,\u201d she said. \u201cIt is our duty to ensure that we are operating in as efficient and cost-effective way as possible. I am committed to putting us on the right path to fiscal stability.\u201d<\/p>\n<p>According to one of the numerous financial reports presented\u00a0<span class=\"aBn\" tabindex=\"0\" data-term=\"goog_864257476\"><span class=\"aQJ\">Monday<\/span><\/span>\u00a0night to the school board\u2019s Budget and Finance Committee, total spending for classified (non-teaching) supervisors and administrators grew by 69 percent during Supt. Wilson\u2019s administration, July 2014 \u2013 January 2017.<\/p>\n<p>Classified spending was at $13.1 million in the final year of previous Supt. Tony Smith\u2019s administration (2013-2014), and rose to $22.3 million in 2016-2017.<\/p>\n<p>At the same time, the district overspent its allocated budget for classified supervisors by over 100 percent in the past two school years.<\/p>\n<p><em>Spending for administrators and supervisors with teaching certificates grew 44 percent \u2013 from $13.9 million in 2013-2014 to $20 million last school year. Spending in that category exceeded the approved budget by $4 million in 2015-2016 and $1 million last year.<\/em><\/p>\n<p>In the category of professional and consulting services, spending grew 25 percent from $22.7 million in 2013-2014 to $28.3 million in 2016-2017.<\/p>\n<p>Last year, expenditures for consultants exceeded the budget by 32 percent.\u00a0 <a href=\"http:\/\/www.oaklandpost.org\/2017\/11\/03\/former-ousd-supt-wilson-overspent-budget-administrators-much-100-percent\/\" class=\"autohyperlink\" target=\"_blank\">www.oaklandpost.org\/2017\/11\/03\/former-ousd-supt-wilson-overspent-budget-administrators-much-100-percent\/<\/a><\/p>\n<h1 id=\"headline\" class=\"headline\">How Silicon Valley Plans to Conquer the Classroom<\/h1>\n<p><a href=\"http:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/Capitalist-school-hogwash.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-20145\" src=\"http:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/Capitalist-school-hogwash.jpg\" alt=\"\" width=\"700\" height=\"227\" srcset=\"https:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/Capitalist-school-hogwash.jpg 700w, https:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/Capitalist-school-hogwash-150x49.jpg 150w, https:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/Capitalist-school-hogwash-500x162.jpg 500w\" sizes=\"auto, (max-width: 700px) 100vw, 700px\" \/><\/a>Administrators at <a title=\"School district data\" href=\"https:\/\/www.bcps.org\/system\/misc\/BCPS_sources.pdf\">Baltimore County Public Schools<\/a>, the 25th-largest public school system in the United States, have embraced the laptops as well, as part of one of the nation\u2019s most ambitious classroom technology makeovers. In 2014, the district committed more than $200 million for HP laptops, and it is spending millions of dollars on math, science and language software. Its vendors visit classrooms. Some schoolchildren have been featured in tech-company promotional videos.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"63\" data-total-count=\"785\">And Silicon Valley has embraced the school district right back.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"375\" data-total-count=\"1160\">HP has promoted the district as a model to follow in places as diverse as New York City and Rwanda. Daly Computers, which supplied the HP laptops, <a title=\"Details on the sponsorship\" href=\"http:\/\/educationfoundationbcps.org\/sponsor-level\/teambcps-achievementexcellence-sponsorship\/\">donated $30,000<\/a> this year to the district\u2019s education foundation. Baltimore County schools\u2019 top officials have traveled widely to industry-funded education events, with travel sometimes paid for by industry-sponsored groups.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"480\" data-total-count=\"1640\">Silicon Valley is going all out to own America\u2019s school computer-and-software market, projected to reach $21 billion in sales by 2020. An industry has grown up around courting public-school decision makers, and tech companies are using a sophisticated playbook to reach them,..<\/p>\n<p id=\"story-continues-4\" class=\"story-body-text story-content\" data-para-count=\"411\" data-total-count=\"2051\">School leaders have become so central to sales that a few private firms will now, for fees that can climb into the tens of thousands of dollars, arrange meetings for vendors with school officials, on some occasions paying superintendents as consultants. Tech-backed organizations have also flown superintendents to conferences at resorts. And school leaders have evangelized company products to other districts.<\/p>\n<p id=\"story-continues-5\" class=\"story-body-text story-content\" data-para-count=\"276\" data-total-count=\"2327\">These marketing approaches are legal. But there is little rigorous evidence so far to indicate that <a title=\"Report on lower exam results from students using laptops\" href=\"http:\/\/educationnext.org\/should-professors-ban-laptops-classroom-computer-use-affects-student-learning-study\/\">using computers in class<\/a> improves educational results. Even so, schools nationwide are convinced enough to have adopted them in hopes of preparing students for the new economy&#8230;<\/p>\n<p data-para-count=\"276\" data-total-count=\"2327\">\u201cIf benefits are flowing in both directions, with payments from schools to vendors,\u201d said <a title=\"Prof. Reich's bio.\" href=\"http:\/\/web.stanford.edu\/group\/reichresearch\/cgi-bin\/wordpress\/\">Rob Reich, a political-science professor<\/a> at Stanford University, \u201cand dinner and travel going to the school leaders, <em><strong>it\u2019s a pay-for-play arrangement.\u201d &#8230;<\/strong><\/em><\/p>\n<p data-para-count=\"276\" data-total-count=\"2327\"><a href=\"http:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/pay-to-play.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-20148\" src=\"http:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/pay-to-play.jpg\" alt=\"\" width=\"360\" height=\"365\" srcset=\"https:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/pay-to-play.jpg 360w, https:\/\/www.richgibson.com\/blog\/wp-content\/uploads\/2017\/11\/pay-to-play-148x150.jpg 148w\" sizes=\"auto, (max-width: 360px) 100vw, 360px\" \/><\/a><\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"497\" data-total-count=\"10344\">Between March 2014, when the laptop contract was announced, and April 2017, when he announced his resignation, Mr. Dance took at least 65 out-of-state trips related to the district\u2019s tech initiatives or involving industry-funded groups, according to a Times analysis of travel documents obtained under public records laws \u2014 nearly two trips per month on average. Those trips cost more than $33,000. The Times counted only trips with local receipts, indicating Mr. Dance set foot in the cities.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"343\" data-total-count=\"10687\">At least $13,000 of Mr. Dance\u2019s airline tickets, hotel bills, meals and other fees were paid for by organizations sponsored by tech companies, some of which were school vendors, The Times found. The $13,000 is an incomplete number, because some groups cover superintendents\u2019 costs directly, which means school records may not include them.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"191\" data-total-count=\"10878\">Another way tech companies reach superintendents is to pay private businesses that set up conferences or small-group meetings with them. He\u2019s also wary of a Chinese \u201cmilitary base\u201d being built not far from Camp Lemonnier, a large US facility in the tiny, sun-blasted nation of Djibouti. \u201cThey\u2019ve never had an overseas base, and we\u2019ve never had a base of\u2026a peer competitor as close as this one happens to be,\u201d he <a href=\"http:\/\/www.nationaldefensemagazine.org\/articles\/2017\/3\/27\/africom-commander-concerned-about-new-chinese-naval-base\" target=\"_blank\" rel=\"noopener\">said<\/a>. \u201cThere are some very significant\u2026operational security concerns.\u201d<\/p>\n<p>At that press conference, Waldhauser mentioned still another base, an American one exposed by <em>The<\/em>\u00a0<em>Washington Post<\/em> last October in an <a href=\"https:\/\/www.washingtonpost.com\/world\/national-security\/us-has-secretly-expanded-its-global-network-of-drone-bases-to-north-africa\/2016\/10\/26\/ff19633c-9b7d-11e6-9980-50913d68eacb_story.html?utm_term=.51ee166f0a09\" target=\"_blank\" rel=\"noopener\">article<\/a> titled \u201cU.S. has secretly expanded its global network of drone bases to North Africa.\u201d Five months later, the AFRICOM commander still sounded aggrieved. \u201cThe <em>Washington Post<\/em> story that said \u2018flying from a secret base in Tunisia.\u2019 It\u2019s not a secret base and it\u2019s not our base\u2026. We have no intention of establishing a base there.\u201d<\/p>\n<p>Waldhauser\u2019s insistence that the United States had no base in Tunisia relied on a technicality, since that foreign airfield clearly functions as an American outpost. For years, AFRICOM has peddled the fiction that Djibouti is the site of its only \u201cbase\u201d in Africa. \u201cWe continue to maintain one forward operating site on the continent, Camp Lemonnier,\u201d reads the command\u2019s 2017 posture statement. Spokespeople for the command regularly maintain that any other US outposts are few and transitory\u2014\u201cexpeditionary,\u201d in military parlance.<\/p>\n<p>While the United States maintains a vast empire of military installations around the world, with huge\u2014and hard-to-miss\u2014complexes throughout Europe and Asia, bases in Africa have been far better hidden. And if you listened only to AFRICOM officials, you might even assume that the US military\u2019s footprint in Africa will soon be eclipsed by that of the Chinese or the Russians.<\/p>\n<p>Highly classified internal AFRICOM files offer a radically different picture. A set of previously secret documents, obtained by <em>TomDispatch<\/em> via the Freedom of Information Act, offers clear evidence of a remarkable, far-ranging, and expanding network of outposts strung across the continent. In official plans for operations in 2015 that were drafted and issued the year before,\u00a0AFRICOM lists 36 US outposts scattered across 24 African countries. These include low-profile locations\u2014from Kenya to South Sudan to a shadowy Libyan airfield\u2014that have never previously been mentioned in published reports. Today, according to an AFRICOM spokesperson, the number of these sites has actually swelled to 46, including \u201c15 enduring locations.\u201d The newly disclosed numbers and redacted documents contradict more than a decade\u2019s worth of dissembling by\u00a0AFRICOM and shed new light on a constellation of bases integral to expanding US military operations on the African continent and in Prince Alwaleed\u2019s arrest is sure to send shock waves both through the Kingdom and the world\u2019s major financial centers.<\/p>\n<p class=\"story-body-text story-content\" data-para-count=\"262\" data-total-count=\"722\">He controls the investment firm Kingdom Holding and is one of the world\u2019s richest men, with major stakes in News Corp, Citigroup, Twitter and many other well-known companies. And I come across an <a href=\"https:\/\/en.wikipedia.org\/wiki\/Bernard_Francis_Law\" target=\"_blank\" rel=\"noopener\">excerpt from Wikipedia<\/a> that reads, &#8220;It was &#8216;commonly believed that [Law would] live out his retirement in Rome&#8217; when he was retired in 2011. As of March 2013 he was still living at the Basilica di Santa Maria Maggiore.&#8221; So that\u2019s where I\u2019m headed.The temperature above ground is nearly 100 on this day and on a subway platform it\u2019s only slightly cooler.In front of the Santa Maria, several reporters covering the <a href=\"http:\/\/wgbhnews.org\/post\/pope-francis-ties-human-trafficking-global-warming-recruits-mayors-fight-both\" target=\"_blank\" rel=\"noopener\">conference of mayors<\/a> said that if you want to find Law, you have to come I\u2019m walking across the piazza and looking at a magnificently baroque edifice. I walk into the massive domed church covered in fifth-century mosaics and find a nun who I hope can tell me where to find Law.&#8221;Maybe if you go downstairs, there\u2019s an archeological museum there,&#8221; she replied.But I wasn\u2019t searching for the past. I was looking for the present \u2014 a man whose last four years in Rome have been a mystery to the people he left behind in Boston. So I turned to a priest walking by.&#8221;He\u2019s not here in this church, in this basilica, no,&#8221; the priest said. &#8220;You have to ask the sacristy.&#8221;In the sacristy I found quiet, solitude and a visiting priest from the Philippines, but I did not find anyone who knew the whereabouts of Law. Sorondo heads up the Pontifical Academy of Social Sciences, which promotes the priorities of Pope Francis, which are seen as different from those of Law, who was closely aligned with conservatives, for example, on the role of women in the church. Law, <a href=\"http:\/\/usnews.nbcnews.com\/_news\/2012\/05\/10\/11597887-us-priests-reportedly-behind-vatican-crackdown-on-nuns?lite\" target=\"_blank\" rel=\"noopener\">according to an NBC report<\/a>, strongly supported an investigation into the doings of a group of American nuns whose pronouncements on women\u2019s rights were deemed out of step at the time. Now, it\u2019s Law who\u2019s out of step in a church that prioritizes climate change over abortion. I\u2019m deep within the famous garden and a storm is on the way.<\/p>\n<p>I need to get my passport back from Vatican security and then head into Rome.<\/p>\n<p>On the other side of the wall you find yourself again in Rome. Law lives a few miles from here, but on Vatican property on the other side of the Tiber River. Walking in the rain, I have 25 minutes to go on foot and I\u2019m heading left toward Via Paolo VI, turning right on Borgo Santo Spirito, and another right onto Ponte Vittorio Emmanuele II, past a street musician who seems undeterred by a steady rain. I continue onto Corso Vittorio Emmanuele II, and there it is, across the piazza: the Palazzo ella Cancelleria, or the Chancellery Palace, the exquisite new home of Cardinal Bernard Law.<\/p>\n<p>I soon learn from a priest that Law, on this day, is doing what millions across Europe and the US\u00a0do this time of year: He\u2019s on vacation.<\/p>\n<p>So we at least know where Law is living, here at the Chancellery \u2014 and we know he\u2019s living well. The cases go back decades.<\/p>\n<p><strong>June:<\/strong> U.S. Conference of Catholic Bishops issues \u201cCharter for the Protection of Children and Young People,\u201d declaring a \u201czero tolerance\u201d policy for sexual abuse. The Roman Catholic Diocese of San Diego reveals allegations made against 23 priests \u2014 18 in San Diego County and five in Imperial County \u2014 since Bishop Robert Brom\u2019s arrival in 1990.<\/p>\n<p><strong>August:<\/strong> Brom reveals that retired Monsignor Rudolph Galindo admitted sexually abusing three boys and urges victims to speak up. Two lawsuits are filed in San Diego Superior Court on behalf of two men who say they were sexually abused by priests when they were minors.<\/p>\n<h3>2003<\/h3>\n<p><strong>January:<\/strong> California lifts the statute of limitations on civil cases for one year, allowing sexual abuse victims to sue, regardless of when incidents occurred. Whenever the word \u201coil\u201d is mentioned, Perry responds like a dog on the scent of a hamburger. So no surprise there. But where the heck did the sexual assault part come from? The Department of Energy wasn\u2019t really forthcoming. It just issued a statement saying that while Perry was in Africa \u201che was told how light can be a deterrent to sexual assault and can provide security in remote areas.\u201d<\/p>\n<p id=\"story-continues-1\" class=\"story-body-text story-content\" data-para-count=\"327\" data-total-count=\"1557\">Environmental groups quickly pointed out that there is a hefty sexual assault problem in places that have more electricity than they know what to do with. But let\u2019s be generous. Maybe he was still quoting that village girl. Do you really think she insisted that the light come from fossil fuels?
