And when the beholder wants to maintain an unequal status quo, it\u2019s easy to accuse picketers, protesters, and preachers alike of incivility, as much because of their message as their methods. America\u2019s infrastructure is old; corrosion control is federally mandated to prevent pipes from crumbling into the water, but none was instituted in this case.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">That summer General Motors, based in the city, noticed that the new water seemed to be corroding engines. The company swiftly shifted to a new water supply. But the city strenuously argued that the water was safe for human consumption, even as residents protested and got sicker and sicker.<\/p>\n<p class=\"css-1i0edl6 e2kc3sl0\">Two new books approach this disaster from different angles&#8230;.Both books make it clear that what\u2019s happening in Flint is not an aberration or a parable. A history of austerity policies and a long legacy of racial apartheid allowed a government to poison its residents \u2014 the majority of them black and poor \u2014 and then lie, suppress evidence and attempt to smear and intimidate anyone, from scientists to specialists to citizens, who came forward to expose the scandal&#8230;.<\/p>\n<p>\u201cIf you were going to put something in a population to keep people down for generations to come, it would be lead,\u201d Hanna-Attisha writes. It is possibly the most studied neurotoxin. But Clark describes how it was embraced by America anyway, as a \u201ckey to prosperity,\u201d added to brass fixtures and paint \u2014 \u201cbuilt into the infrastructure.\u201d Children are especially vulnerable; their bodies absorb up to five times as much lead as adults, and it leads to aggression and antisocial behavior, learning difficulties, organ damage, seizures, coma, death. There is even an epigenetic impact \u2014 it changes a child\u2019s DNA. \u201cIt\u2019s really science-fiction comic-book stuff,\u201d Hanna-Attisha writes. \u201cLike the X-Men, except the victims aren\u2019t getting superpowers. That\u2019s about the time their questions about the safety of the water &#8212; used inside the factories for food preparation, coffee, showers and drinking water &#8212; grew louder, Reyes said. That&#8217;s easy.<\/p>\n<p>But now, machines are also grading students&#8217; essays. Computers are scoring long form answers on anything from the fall of the Roman Empire, to the pros and cons of government regulations.<\/p>\n<p>Developers of so-called &#8220;robo-graders&#8221; say they understand why many students and teachers would be skeptical of the idea. But they insist, with computers already doing jobs as complicated and as fraught as driving cars, detecting cancer, and carrying on conversations, they can certainly handle grading students&#8217; essays.<\/p>\n<p>I&#8217;ve been working on this now for about 25 years, and I feel that &#8230; the time is right and it&#8217;s really starting to be used now,&#8221; says Peter Foltz, a research professor at the University of Colorado, Boulder. He&#8217;s also vice president for research for Pearson, the company whose automated scoring program graded some 34 million student essays on state and national high-stakes tests last year. &#8220;There will always be people who don&#8217;t trust it &#8230; but we&#8217;re seeing a lot more breakthroughs in areas like content understanding, and AI is now able to do things which they couldn&#8217;t do really well before.&#8221;<\/p>\n<p>Foltz says computers &#8220;learn&#8221; what&#8217;s considered good writing by analyzing essays graded by humans. Then, the automated programs score essays themselves by scanning for those same features.<\/p>\n<p>&#8220;We have artificial intelligence techniques which can judge anywhere from 50 to 100 features,&#8221; Foltz says. Other schools send students outside three days a week, students and parents told Chalkbeat. Hartung<\/a><\/p>\n<p>Other than shouting about building a wall on the U.S.-Mexico border, one of Donald Trump\u2019s most frequently proclaimed promises on the 2016 campaign trail was the launching of a\u00a0<a href=\"http:\/\/www.politifact.com\/truth-o-meter\/promises\/trumpometer\/promise\/1348\/invest-550-billion-infrastructure-and-create-infra\/\" target=\"_blank\" rel=\"noopener\">half-trillion-dollar plan<\/a>\u00a0to repair America\u2019s crumbling infrastructure (employing large numbers of workers in the process). Eighteen months into his administration, no credible proposal for anything near that scale has been made. To the extent that the Trump administration has a plan at all for public investment, it involves pumping up Pentagon spending, not investing in roads, bridges, transportation, better Internet access, or other pressing needs of the civilian economy.<\/p>\n<p>Not that President Trump hasn\u2019t talked about investing in infrastructure. Last February, he even proposed a scheme that, he claimed, would boost the country\u2019s infrastructure with $1.5 trillion in spending over the next decade. With a typical dose of hyperbole, he\u00a0<a href=\"https:\/\/www.cnbc.com\/2018\/02\/23\/trump-infrastructure-plan-comes-up-1-trillion-short-analysis.html\" target=\"_blank\" rel=\"noopener\">described<\/a>\u00a0it as \u201cthe biggest and boldest infrastructure investment in American history.\u201d<\/p>\n<p>Analysts from the Wharton School at the University of Pennsylvania &#8212; Trump\u2019s alma mater &#8212; beg to differ. They\u00a0<a href=\"https:\/\/www.cnbc.com\/2018\/02\/23\/trump-infrastructure-plan-comes-up-1-trillion-short-analysis.html\" target=\"_blank\" rel=\"noopener\">note<\/a>\u00a0that the plan actually involves only $200 billion in direct federal investment, less than one-seventh of the total promised. According to Wharton\u2019s experts, much of the extra spending, supposedly leveraged from the private sector as well as state and local governments, will never materialize. In addition, were such a plan launched, it would, they suggest, fall short of its goal by a cool trillion dollars. In the end, the spending levels Trump is proposing would have \u201clittle to no impact\u201d on the nation\u2019s gross domestic product. To add insult to injury, the president has\u00a0<a href=\"https:\/\/www.washingtonpost.com\/politics\/trumps-infrastructure-push-a-marquee-campaign-promise-is-overshadowed-by-controversy-and-tragedy\/2018\/02\/17\/f7223d88-1328-11e8-8ea1-c1d91fcec3fe_story.html?utm_term=.d149cc04204f\" target=\"_blank\" rel=\"noopener\">exerted<\/a>\u00a0next to no effort to get even this anemic proposal through Congress, where it\u2019s now\u00a0<a href=\"http:\/\/thehill.com\/policy\/transportation\/388071-trumps-infrastructure-plan-hits-a-dead-end\" target=\"_blank\" rel=\"noopener\">dead in the water<\/a>.<\/p><\/blockquote>\n<blockquote><p>There is, however, one area of federal investment on which Trump and the Congress have worked overtime with remarkable unanimity to increase spending:<em><strong> the Pentagon, which is slated to receive more than\u00a0<a href=\"https:\/\/www.cbo.gov\/system\/files\/115th-congress-2017-2018\/reports\/53350-costsofadministrationsgoalsformilitary.pdf\" target=\"_blank\" rel=\"noopener\">$6 trillion<\/a>\u00a0over the next decade.<\/strong><\/em>This year alone increases will bring total spending on the Pentagon and related agencies (like the Department of Energy where work on nuclear warheads takes place) to\u00a0<a href=\"https:\/\/www.defenseone.com\/ideas\/2018\/02\/putting-pentagons-pennies-perspective\/146067\/\" target=\"_blank\" rel=\"noopener\">$716 billion<\/a>. (US Army photo\/Erick Warren)\" width=\"621\" height=\"414\" \/><\/p>\n<p>U.S. <a href=\"http:\/\/www.military.com\/army\" target=\"_blank\" rel=\"noopener\">Army<\/a> leaders say the next war will be fought in mega-cities, but the service has embarked on an ambitious effort to prepare most of its combat brigades to fight, not inside, but beneath them.<\/p>\n<p>Late last year, the Army launched an accelerated effort that funnels some $572 million into training and equipping 26 of its 31 active combat brigades to fight in large-scale subterranean facilities that exist beneath dense urban areas around the world.<\/p>\n<p>For this new type of warfare, infantry units will need to know how to effectively navigate, communicate, breach heavy obstacles and attack enemy forces in underground mazes ranging from confined corridors to tunnels as wide as residential streets. Soldiers will need new equipment and training to operate in conditions such as complete darkness, bad air and lack of cover from enemy fire in areas that challenge standard Army communications equipment.<\/p>\n<p>Senior leaders have mentioned small parts of the effort in public speeches, but Army officials at <a href=\"http:\/\/www.military.com\/base-guide\/fort-benning\" target=\"_blank\" rel=\"noopener\">Fort Benning<\/a>, Georgia&#8217;s Maneuver Center of Excellence &#8212; the organization leading the subterranean effort &#8212; have been reluctant to discuss the scale of the endeavor.<\/p>\n<p>&#8220;We did recognize, in a megacity that has underground facilities &#8212; sewers and subways and some of the things we would encounter &#8230; we have to look at ourselves and say &#8216;ok, how does our current set of equipment and our tactics stack up?'&#8221; Col. (Image: US Army)\" width=\"600\" height=\"587\" \/><\/p>\n<h1>UN: 10,000 children killed, maimed in conflicts worldwide<\/h1>\n<p>More than 10,000 children were killed or maimed amid armed conflicts worldwide last year, while others were raped, forced to serve as armed soldiers or caught in attacks on schools and hospitals, a United Nations report said Wednesday.<\/p>\n<p>A total of more than 21,000 violations of children\u2019s right were reported in 2017 \u2014 a sharp increase from the previous year, according to the annual \u201cChildren and Armed Conflict\u201d report.<\/p>\n<p>The U.N. blames a U.S.-backed Arab coalition fighting in Yemen for at least half of the more than 1,300 child deaths or injuries recorded in that poor nation. All four had met one another online, in forums and chat rooms popular with the more extreme segment of the so-called alt-right.<\/p>\n<p>It was about 5:20 p.m. when Arthurs, dressed in jeans and a green polo shirt, casually strolled into the community&#8217;s leasing office and announced he&#8217;d just committed murder. &#8220;He was extremely calm,&#8221; one witness recalled, and he gave &#8220;a little speech&#8221; about U.S. war crimes in the Middle East. Bunch, III has transformed the understanding of African-American history for generations to come. Dr. Bunch has not only created a place for America to honor and celebrate the African-American story, but a place that encourages reflection, dialogue, and understanding. He successfully organized the creation of the committee and then worked to elevate it to a council, putting it on par structurally with the presidents and lecturers councils.&#8221;<\/p>\n<p>(The real affirmative action has been the imprisonment of about 1.5 million black and brown people. In spite of these unprovoked efforts to silence the voices of workers and educators, the Milwaukee Teachers Education Association persisted in its commitment to make sure students thrive. For this, the NEA bestowed upon MTEA the <a href=\"http:\/\/www.nea.org\/assets\/docs\/HCR%202018%20Awards%20Bio%20Sheets_MGMC.pdf\">Rosena J. Willis Memorial Award<\/a>.<\/p>\n<p><strong>(Reg Weaver is a former NEA president. In his last year in office, he made $686,949. He was so dull, he couldn&#8217;t even read a press release that was written for him. Add some crocodile tears for students marching for their lives. It&#8217;s not demagoguery at its finest, but it is hysteria rising. <\/strong><\/p>\n<p><strong>Following her introductory remarks, NEA President Garcia hauled in a student from Stoneman Douglas (any issue but class war). And he&#8217;s a real patriot! Plus, he LOVES the NRA. <\/strong><\/p>\n<p><img decoding=\"async\" src=\"https:\/\/pbs.twimg.com\/media\/DhXbIP2VMAA2Ylz.jpg\" \/><\/p>\n<p><strong>Watch for the classic, &#8220;America, hear our prayer!&#8221; chant at around 10:30. Let&#8217;s hear it again for FAMILY VALUES! And go out and VOTE! We are &#8220;united! Robert made a speech backing FAMILY VALUES.\u00a0 Then he went on to list every conceivable form of identity politics but class war and imperialism. <\/strong><\/p>\n<p><img decoding=\"async\" class=\"spotlight\" src=\"https:\/\/scontent.fsan1-1.fna.fbcdn.net\/v\/t1.0-9\/36501407_10213879100386165_8968019944591589376_n.jpg?_nc_cat=0&amp;oh=0775ff7630f79de4dfd7ce2730b36309&amp;oe=5BAC57E6\" alt=\"Image may contain: 6 people, people smiling, people standing\" aria-busy=\"true\" \/><\/p>\n<p><strong>AFT&#8217;s Randi Weingarten ($1\/2 million a year and a multi-millionaire&#8211;third from left), long an enemy of NEA, spoke at the RA, falsely praising the wildcats (She testified at the Supreme Court in Janus that &#8220;collective bargaining, meaning dues check off, is necessary to prevent wildcats as the trade off is dues income for a contractual promise for no strikes or job actions).<\/strong><\/p>\n<p><strong>She went on to say&#8221;teachers became the human shield for our students&#8221;&#8211;so lets chant&#8217; &#8220;I&#8217;m sticking with my union&#8221; &#8230;&#8221;&#8216;They&#8217; want to suppress the right to vote and destroy unions&#8221;&#8230;&#8221;Betsy Devoss is the worst Secretary of Ed ever&#8230;&#8221;..&#8217;They are <em>cruel<\/em> to children!&#8221;..<\/strong><\/p>\n<p><strong>&#8220;We have had our disagreements (yes, they were called the teacher wars)but we are together today!&#8221; &#8220;We are part of movement building, like #METOO against the avalanche of hate and intolerance! For Civil Rights we stand! Unions secure the wages we live on. The boss tries to put us down. Americans are rising up in a New Movement that we are building. People support teacher unions more than ever (if that is true, it&#8217;s due to the wildcats).<\/strong><\/p>\n<p><strong>&#8220;Support for unions grew to the highest level in fifteen years. We are the only organized force that will challenge the right wing. <\/strong><\/p>\n<p><strong><span style=\"color: #ff0000;\"><em>Janus is a challenge and opportunity. With Lily, with NEA, AFT and SEIU&#8212;we are an indomitable force&#8211;for the ballot box in November<\/em><\/span>&#8230;This is a which side are you on moment&#8230;are we going to be a check and balance.? This year, there were 129, despite the size of the body being one-half what it was five years ago. As is custom, most of the NBIs came from California.<\/h1>\n<p><strong>Most NBIs are simply nuisance, either not relevant, or pablum.<\/strong><\/p>\n<p><strong>Typically, a few are key to the leadership, if not the rank and file.<\/strong><\/p>\n<p><strong>NEA still has some shards of democracy left within the union, as represented by the continuation of secret balloting, but not many now.<\/strong><\/p>\n<p><strong>For example, in 1999, the NEA top leadership desperately wanted to merge with the smaller, and authoritarian American Federation of Teachers. NEA would, if the motion passed, adopt the<\/strong> <strong>undemocratic rules and procedures of the AFT.<\/strong><\/p>\n<p><strong>The leadership had planned a huge merger party right after the vote&#8211;top acts, a laser show, and more.<\/strong><\/p>\n<p><strong>But the delegates, wisely, voted the merger down&#8211;a resounding \u201cNot Just No, But HELL No!\u201d<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"irc_mi aligncenter\" src=\"http:\/\/www.cuea.org\/images\/neara16\/photos_550W\/daiview.jpg\" alt=\"Image result for nea ra california\" width=\"304\" height=\"203\" \/><\/p>\n<p><strong>This year, a similar move was afoot. President Lily Garcia wanted to call a Constitutional Convention which would have reversed much of the democracy in NEA, and set up a format for a merger. In this assembly, the delegates voted down the motion, NBI 1, again.<\/strong><\/p>\n<p><strong>In addition, Garcia wanted to collect money through an \u201callied\u201d group that would allow non-education personnel to join NEA&#8211;an obvious offset to Janus (NEA cut $50 million from its budget and at least 40 national staff.)<\/strong><\/p>\n<p><strong>That required a Constitutional Amendment and atwo-thirds vote. One delegate rose to point out that if this passed, Bill Gates could join NEA and \u201ccontrol follows his dollar.\u201d It was close, but the secret ballot prevailed and the delegates, again, voted NO.<\/strong><\/p>\n<p><strong>As noted above, in this RA, I am an elected delegate. When I made a critical comment on the delegate Facebook page, I was immediately removed and blocked. This would include how &#8220;neoliberal reforms&#8221; have been applied in many countries with disastrous results for working people.
