The number of homeless children in public schools has doubled since before the recession, reaching a record national total of 1.36 million in the 2013-2014 school year, according to new federal data.<\/strong><\/p>\n

The latest homeless count, an 8 percent increase over the 2012-2013 school year, is a sign that many families continue to struggle financially even as the economy recovers from the housing collapse of 2008. And it offers a glimpse of the growing challenges that public schools face nationwide as they seek to educate an increasing number of low-income children.<\/p>\n

The impact is profound on public schools, which struggle to try to address the needs of homeless children. To be sure, education is the prerequisite for liberation: \r\nonly the freedom to learn and to know the whole truth, to \r\ngrasp the arrested, violated, and destroyed potentialities \r\nof man and nature can guide the building of a free society. \r\nWhat kind of education did Stalin envisage? He demanded \r\nthe introduction of \"universal, compulsory, polytechnical \r\neducation, so that a member of society may be able to make \r\na free choice of occupation and not be shackled for life to \r\nany one occupation.\" ^'^ Following up this program, the \r\nTwentieth Congress again places all emphasis on \"train- \r\ning\" \u2014 the training of \"specialists on the basis of a close\r\ncooperation between studies and production\" and calls for \r\n\"strengthening the ties of the country's scientific establish- \r\nments with production, with the concrete demands of the \r\nnational economy.\" ^^ \r\n\"http:\/\/www.marcuse.org\/herbert\/images\/herbohlbfinger250pxw.jpg\"\r\nThe exchangeability of functions, the \r\nelimination of the institutionalized division of labor,^^ is \r\nindeed in Marxian theoiy the characteristic of a socialist \r\nsociety \u2014 as a precondition for the all-sided development \r\nof the genuinely human faculties outside the process of \r\nmaterial production. But in Stalin's context the Marxian \r\nidea appears as that of a society in which all men are tech- \r\nnicians and engineers. For Marx and Engels, the goal of \r\ncommunism was the \"abolition of labor,\" ^^ in the Soviet \r\nMarxist conception, all will be laborers of the one commu- \r\nnist society.^* With the free time transfomied into educa- \r\ntion time for polytechnical training, with the work morale \r\nanchored in the instinctual structure of man, administra- \r\ntive control is secured, and the past is safely transferred \r\ninto the future. Stalin could thus quote without danger \r\nEngels's statement that labor will change from a burden \r\ninto enjoyment. The enjoyment, however, will not be quali- \r\ntatively different from that permitted under repression. \r\nThe ideological perspective parallels the political per-spective. \r\n\r\n\"\"\r\nThe state will continue into the period of com- \r\nmunism \u2014 as will the \"capitalist environment.\" For the \r\nstate is the \"collective subject\" of the national economy \r\nwhich organizes the whole of society, and this organization \r\nhas become the objectified representative of society over \r\nand above the individuals. Since societal production is sys- \r\ntematically directed by the state and since the basic de- \r\ncisions are imposed upon the society by the state, progress \r\nitself, that is to say, the use of the growing productivity for \r\nthe needs and aspirations of the individuals, must pass \r\nthrough the agencies of the state.<\/pre>\n
The continuity of the \r\nadministration thus bridges the gap between necessity and \r\nfreedom, and assimilates the first and the second phase, \r\nsocialism and communism. And the administration, as we \r\nhave tried to show, depends on the ever more effective \r\ngrowth and utilization of the productivity of labor: it tends \r\nto drive society to a higher stage. Racism and the demographics of school work <\/strong>Over 25 years, from 1987 to 2012, minority teachers have actually grown as a percentage of the teaching workforce, from 12 to 17 percent. However, that modest change is nowhere near keeping pace with student demographics, now that over half of public school students are children of color, leaving the institute to conclude that \u201cMore than 60 years after the ruling in Brown v. Board of Education was handed down, its promise remains un-fulfilled.\u201d…<\/p>\n
Nationwide, teacher attrition remains an enormous problem, costing schools $2.2 billion per year. Just over half of all new teachers are still in the classroom five years later, NPR reports. Although the financial cost of that \u201crevolving door\u201d is formidable, the real price is paid in student learning, which suffers from losing more experienced teachers year after year…Teachers leave the profession for dozens of reasons, but one common one is the challenging working conditions in the country\u2019s most under-resourced schools, which tend to have a high percentage of both minority students and minority teachers; a 2014 study from the National Education Association found that teachers in low-performing schools were 50 percent more likely to leave the classroom.\u00a0http:\/\/www.csmonitor.com\/USA\/Education\/2015\/0917\/Why-are-US-teachers-so-white<\/p>\n

Vacillating Reactionary Ravitch’s Fave Superintendent, San Diego’s Cindy Marten, illegally fired one of the finest principals in the system on the urging of the wacko School Board President\u00a0 <\/strong>Mitzi Lizarraga, the former principal of the School of Creative and Performing Arts, told me last month that school board president Marne Foster used her influence to meddle in day-to-day operations at her son\u2019s school. Doing so is against board policy. Emails obtained by Voice of San Diego through public records requests show Lizarraga was right.<\/p>\n
Foster demanded a copy of a college evaluation written about her son. She requested that a negative evaluation be retracted and replaced with a more positive one. To a senior district official, Foster blamed Lizarraga for the negative evaluation, questioned her leadership abilities, and asked for the email records of individuals she assumed were responsible for the college-reference.<\/p>\n
Until now, whether Foster had pressured school or district staff about the issue was a matter of dispute and based on accusations from Lizarraga and others. An earlier Grand Jury report accused Foster of abusing her power to intimidate SCPA staff and meddle in school operations. Foster told Voice of San Diego those allegations were false.<\/p>\n
\u201cIf you read that report you would think that my son\u2019s counselor wrote a bad report, I was upset, and then heads started rolling. And that\u2019s not at all what happened. At all,\u201d she told me in July.<\/p>\n
The emails, however, reveal Foster was furious about her son\u2019s evaluation and demanded action.<\/p>\n
Aiding her efforts was Joe Fulcher, the former chief student services officer. Fulcher has since moved to Sweetwater Union High School District. He declined to comment.<\/p>\n

Detroit Public Schools borrows $121.2M as deficit grows\u00a0 <\/strong>Detroit Public Schools\u2019 deficit is growing by millions of dollars as it continues to borrow additional millions.<\/p>\n
According to a quarterly report issued Wednesday by the Michigan Department of Education, the state\u2019s largest district projected its deficit at $238.2 million as of June 30, up from $169.4 million a year earlier. The state report says DPS was among 14 districts whose deficits climbed in 2014-15.<\/p>\n
Michelle Zdrodowski, a DPS spokeswoman, said factors behind the deficit spike included lower revenue from property taxes and asset sales, higher maintenance and utility costs and a charge for legal contingencies.<\/p>\n
Friday, the district borrowed $121.2 million through the Michigan Finance Authority. State aid revenue notes to be issued by the finance authority carry a 5.75 percent interest rate and are due Aug. 22, 2016.<\/p>\n

Detroit Federation of Teachers Suicides <\/strong>The former president of the Detroit Federation of Teachers failed to get the two-thirds majority vote needed to overturn his ouster by the union’s executive board at a packed meeting this evening that drew about a thousand current and retired teachers to the Masonic Temple.<\/p>\n
An outraged Steve Conn said he plans to form his own teachers\u00a0union.<\/em><\/strong><\/p>\n
Conn won the popular vote \u2014 527 DFT members voted in his favor while 473 voted to uphold the executive board’s decision to kick him out of office \u2014 but the numbers ultimately fell short.<\/em><\/p>\n
“We will not accept this sham!” a red-faced Conn called out as his supporters angrily walked out of the meeting, some pledging to stop paying union dues.<\/p>\n
Conn, 57, was stripped of his title and expelled from the union last month after a two-day trial at which he was convicted of five misconduct charges.<\/p>\n
“It’s a travesty,” teacher Michele Pittel as she left the meeting. “They lied and they cheated, and they brought false charges against Steve.”<\/p>\n
