The project \u2014 the work of Pakistanis, Americans and the French street artist JR \u2014 takes its name from a piece of military software that generates computer models of the destruction a bombing raid might cause. When projected onto overhead images, those models are said to look something like the remains of a squashed insect on a windshield.\u00a0 <a href=\"http:\/\/thelede.blogs.nytimes.com\/2014\/04\/09\/artists-try-to-prick-the-conscience-of-drone-operators-with-giant-portrait-of-orphan-in-pakistani-field\/\" class=\"autohyperlink\" target=\"_blank\">thelede.blogs.nytimes.com\/2014\/04\/09\/artists-try-to-prick-the-conscience-of-drone-operators-with-giant-portrait-of-orphan-in-pakistani-field\/<\/a><\/p>\n<p><strong>LA Direct Action vs Systematized Dropouts<\/strong> \u00a0It was a surreal scene for some, a traffic headache for others, as demonstrators set up 375 desks in neat rows Tuesday on the street in front of the headquarters of the Los Angeles Unified School District.<br \/>\nThe stunt&#8217;s organizers said desks represented the roughly 375 students who dropped out of L.A. Unified schools each week during the 2011-2012 school year.<br \/>\nAccording to the California Department of Education, 8,748 L.A. Unified students dropped out during that school year. It&#8217;s a number organizers with the Communities for Los Angeles Student Success say they don&#8217;t want district officials to gloss over.<br \/>\nDrivers stymied by the demonstration were clearly frustrated as traffic officers directed traffic around it. But organizers said the issue of so many students dropping out school was also frustrating.<br \/>\n&#8220;We&#8217;re glad the drivers are upset, because we&#8217;re upset about students dropping out,&#8221; said Elmer Roldan, education program officer with United Way of Greater Los Angeles.&#8221;The most vulnerable students should benefit from the budget.&#8221;<br \/>\nElmer was referring, in part, to a push by community activists for L.A. Unified to concentrate spending on the neediest students and schools.<br \/>\nThe demonstration outside L.A. Unified&#8217;s headquarters was the second in as many days. Now they have their hands out to Helmsley. Perhaps he hopes enough capitalists will be far-sighted and realize that open oligarchy may stimulate mass rebellion. He thinks there are good people like himself who care about democracy and understand that it must be paired with capitalism. In U.S. terminology, he is a liberal, on its left flank. The people next to them on the political spectrum hold the same beliefs but profess socialism in one or another cloudy version. These are the social democrats.<br \/>\nThey have had a rough time for a couple of generations. Capital, weakened by fundamental problems in its economy, became heavy-handed in a drive to raise the rate of exploitation. It dumped the old generation of social democrats whom it had coddled, the admirers of Walter Reuther, Michael Harrington, and Tom Hayden. A section of progressives are excited about Capital 21 because it might help revive social democracy.<br \/>\nFor the rest of us, Capital 21 provides solid data about the very rich. Piketty&#8217;s work is a demonstration of the adage: follow the money. Good advice. Whether they&#8217;re common or not is secondary,&#8221; he told members of the House appropriations subcommittee that works on health, education, and other related issues.\u00a0 <a href=\"http:\/\/blogs.edweek.org\/edweek\/campaign-k-12\/2014\/04\/in_a_hearing_before_a.html\" class=\"autohyperlink\" target=\"_blank\">blogs.edweek.org\/edweek\/campaign-k-12\/2014\/04\/in_a_hearing_before_a.html<\/a><\/p>\n<p><strong>Driven by Capital, UC System Seeks More $ \u00a0\u00a0<\/strong>California high school seniors faced a tougher time winning a freshman spot at most of the UC campuses for the fall, with their chances at UCLA and UC Berkeley now fewer than one in five, according to a report released Friday.<br \/>\nSix of UC&#8217;s nine undergraduate campuses accepted a smaller number of California students than last year even though the number of applicants rose. Competition was fiercest at UCLA, where only 16.3% of state students were admitted, down from 17.4% last year, and at UC Berkeley, where 18.8% were accepted, compared with 21.4% last year.<br \/>\nIncreased competition is part of a national trend this year at the most elite level of higher education. Even though the population of American high school graduates dropped a bit, students are applying to more colleges, and schools are recruiting more overseas, especially in Asia. In the most extreme example, Stanford University accepted only 5% of applicants; many other highly selective campuses reported record low rates.<br \/>\nIn a controversial move, UC substantially increased the number of students from outside California who were offered admission to at least one campus. Those admitted from other states rose 8.9% from last year, to 12,840, and those from other countries were up 17.6%, to 12,905, according to the new statistics.<br \/>\nUC has been trying to enroll more non-Californians for the extra $23,000 a year those students pay in addition to regular UC tuition. Officials said they expect that 13% of all undergraduates will be from outside California in the fall, up from 12% this year and just 5% four years ago.\u00a0 <a href=\"http:\/\/www.latimes.com\/nation\/la-me-uc-admit-20140419,0,3471945.story#ixzz2zIwq1B4Z\" class=\"autohyperlink\" target=\"_blank\">www.latimes.com\/nation\/la-me-uc-admit-20140419,0,3471945.story#ixzz2zIwq1B4Z<\/a><\/p>\n<p><strong>UCSD is selling our seats to the rich \u00a0<\/strong>Trustee Humberto Peraza\u2019s off-the-cuff remark is the most concise description of the higher education holocaust that has played out at UCSD for a decade. UCSD flat out does not want Southwestern College students. We do not bring in as much cash as foreign students. Guilty as charged.<br \/>\nWhen indignant UCSD administrators throw their arms in the air and accuse the citizens of the South Bay of \u201cthrowing rocks,\u201d consider the evidence. For 10 consecutive years the number of South Bay students admitted to UCSD has declined. Last year UCSD took 44 percent fewer SWC students than the year before. UCSD ended its Transfer Admission Guarantee and South Bay students are as rare at UCSD as snowmen in Kuwait.<br \/>\nUCSD administrators have methodically executed a strategy to eliminate local students from their own region\u2019s UC. UCSD has all but sealed shut the doors for first-generation college scholars from working class families, most of them under-represented minorities. No one here is accusing UCSD of intentional racism, but discrimination does not always burn crosses and wear hoods.<br \/>\nUCSD likes to boast of a diverse student body with 68 percent of undergraduate categories as \u201cstudents of color.\u201d A closer look, however, tells a much different story. UCSD has the lowest levels of under-represented students in the UC system, even though it serves the county with the most. Most of UCSD\u2019s students of color come from other countries (Saudi Arabia, Qatar, China) and more affluent parts of America, and they pay much higher fees than local students of color (and rent pricey student housing).<br \/>\nUCSD\u2019s enrollment of Latino students is 14.7 percent, the lowest in California. The statewide average is 22.5 percent. This is shameful considering San Diego County is one-third Latino.<br \/>\nAfrican-Americans are 2.7 percent of the UCSD student body, also the lowest in California. UCSD ranks second to last in American Indian enrollment with 0.6 percent. San Diego County, however, has more American Indian reservations than any other in the U.S.<br \/>\nSurprise! UCSD has the highest percentage of profitable international transfer students with 19.5 percent. Ricasa originally faced 33 criminal charges, including 16 felonies in the South Bay Corruption Case. \u00a0&#8230;In her plea, Ricasa admitted to taking $2,099 in illegal gifts, although the District Attorney\u2019s Affidavit for Search Warrant stated Ricasa had taken in excess of $36,000. Consider the following from a newly released Washington Post-Kaiser Family Foundation survey:<br \/>\n18 percent were seriously injured while performing their duties.<br \/>\n34 percent say they have a service-connected disability.<br \/>\n52 percent say their physical or mental health is worse than it was before the wars.<br \/>\n41 percent report experiencing outbursts of anger, at least sometimes.<br \/>\n51 percent know a service member who has attempted or committed suicide. \u00a0The breadth of difficulties reported by veterans is wider than traditional metrics of casualties and injuries, and those tapping the most acute injuries. A 2008 Rand Corp. study sponsored by the military estimated that 31 percent were suffering from post-traumatic stress, major depression or a traumatic brain injury.<br \/>\nThe Post-Kaiser poll also finds the aftershocks are hobbling veterans\u2019 efforts to get back to normal. Half of those who left the military say their transition was difficult, while half say it was easy. The complaints range the gamut from jobs to culture shock to seeking benefits from a Department of Veterans Affairs backlogged with requests. Rather than separate, four in 10 remained in the military, either on active duty or in the Reserves or the National Guard.<br \/>\nDespite the serious war scars, virtually all veterans associated with the wars say they would do it again, knowing what they know now. Distributing the images, the US state department said they confirmed the &#8220;connection between Russia and some of the armed militants in eastern Ukraine&#8221;.<br \/>\nHowever, the BBC has been unable to verify the pictures and there was no immediate response from the Russian government.<br \/>\nHow damning are they?<br \/>\nThe Ukrainian press release says the photos show the same heavily bearded gunman taking part in militant operations in Kramatorsk and Sloviansk this year, and in an operation in Georgia in 2008, when Russia fought a brief war with that former Soviet republic.<br \/>\nThis would be damning evidence indeed but in the 2014 photos, the man&#8217;s greying beard appears to be black while in Georgia six years ago, the slimmer-looking man shown has a reddish beard.\u00a0The Ukrainian government highlights a Russian special forces badge on the sleeve of the gunman in Georgia but such badges can be bought on the internet for less than $5 (\u00a32.90).<br \/>\nAnother set of photos purports to show the same masked gunman in both Crimea earlier and in the Donetsk region this month. Jeff Miller, R-Fla., chairman of the panel, along with other lawmakers, expressed frustration with the VA\u2019s unresponsiveness to requests for information. These included the steps the department has taken to discipline those responsible, as well as how funding meant to reduce backlogs and improve care has been spent.<br \/>\nIn a report released Monday, the VA said it has identified 76 patients in its health care system whose care warranted an \u201cinstitutional disclosure,\u201d or a formal notification that a problem with the patient\u2019s VA care is expected to result in death or serious injury.<br \/>\nOf those 76 patients, 23 died, and the deaths were primarily the result of delays in gastrointestinal care, the report said. U.S. corporations dominate the sales of military equipment, selling extremely sophisticated weapons to countries such as Saudi Arabia that have the hard currency to pay for them but lack the skill to use them. We have more than 700 military bases and facilities around the world; few other countries have any. Over the last several years, the U.S. has been building a constellation of drone bases across Africa, flying intelligence, surveillance, and reconnaissance missions out of not only Niger, but also Djibouti, Ethiopia, and the island nation of the Seychelles. Meanwhile, an airbase in Ouagadougou, the capital of Burkina Faso, serves as the home of a Joint Special Operations Air Detachment, as well as of the Trans-Sahara Short Take-Off and Landing Airlift Support initiative. According to military documents, that \u201cinitiative\u201d supports \u201chigh-risk activities\u201d carried out by elite forces from Joint Special Operations Task Force-Trans Sahara. U.S. Army Africa documents obtained by TomDispatch also mention the deployment to Chad of an ISR liaison team. And according to Sam Cooks, a liaison officer with the Defense Logistics Agency, the U.S. military has 29 agreements to use international airports in Africa as refueling centers. &#8230;For years, senior AFRICOM officers and spokesmen have downplayed the scope of U.S. operations on the continent, stressing that the command has only a single base and a very light footprint there. At the same time, they have limited access to journalists and refused to disclose the number and tempo of the command\u2019s operations, as well as the locations of its deployments and of bases that go by other names. AFRICOM\u2019S public persona remains one of humanitarian missions and benign-sounding support for local partners.<\/p>\n<p>\u201cOur core mission of assisting African states and regional organizations to strengthen their defense capabilities better enables Africans to address their security threats and reduces threats to U.S. interests,\u201d says the command. \u201cWe concentrate our efforts on contributing to the development of capable and professional militaries that respect human rights, adhere to the rule of law, and more effectively contribute to stability in Africa.\u201d Efforts like sniper training for proxy forces and black ops missions hardly come up. Bases are mostly ignored. The word \u201cwar\u201d is rarely mentioned.<br \/>\nTomDispatch\u2019s recent investigations have, however, revealed that the U.S. military is indeed pivoting to Africa. It now averages far more than a mission a day on the continent, conducting operations with almost every African military force, in almost every African country, while building or building up camps, compounds, and \u201ccontingency security locations.\u201d The U.S. has taken an active role in wars from Libya to the Central African Republic, sent special ops forces into countries from Somalia to South Sudan, conducted airstrikes and abduction missions, even put boots on the ground in countries where it pledged it would not.<br \/>\n\u201cWe have shifted from our original intent of being a more congenial combatant command to an actual war-fighting combatant command,\u201d AFRICOM\u2019s Rick Cook explained to the audience of big-money defense contractors. He was unequivocal: the U.S. has been \u201cat war\u201d on the continent for the last two and half years. Hersh on Obama, Erdo\u011fan and the Syrian rebels \u00a0<\/strong>Obama\u2019s change of mind had its origins at Porton Down, the defence laboratory in Wiltshire. British intelligence had obtained a sample of the sarin used in the 21 August attack and analysis demonstrated that the gas used didn\u2019t match the batches known to exist in the Syrian army\u2019s chemical weapons arsenal. The message that the case against Syria wouldn\u2019t hold up was quickly relayed to the US joint chiefs of staff. The British report heightened doubts inside the Pentagon; the joint chiefs were already preparing to warn Obama that his plans for a far-reaching bomb and missile attack on Syria\u2019s infrastructure could lead to a wider war in the Middle East. As a consequence the American officers delivered a last-minute caution to the president, which, in their view, eventually led to his cancelling the attack.<br \/>\nFor months there had been acute concern among senior military leaders and the intelligence community about the role in the war of Syria\u2019s neighbours, especially Turkey. Prime Minister Recep Erdo\u011fan was known to be supporting the al-Nusra Front, a jihadist faction among the rebel opposition, as well as other Islamist rebel groups. \u2018We knew there were some in the Turkish government,\u2019 a former senior US intelligence official, who has access to current intelligence, told me, \u2018who believed they could get Assad\u2019s nuts in a vice by dabbling with a sarin attack inside Syria \u2013 and forcing Obama to make good on his red line threat.\u2019 \u00a0,,,,The full extent of US co-operation with Turkey, Saudi Arabia and Qatar in assisting the rebel opposition in Syria has yet to come to light. The Obama administration has never publicly admitted to its role in creating what the CIA calls a \u2018rat line\u2019, a back channel highway into Syria. The rat line, authorised in early 2012, was used to funnel weapons and ammunition from Libya via southern Turkey and across the Syrian border to the opposition. Shapiro wrote: \u201cThe dramatic and widening gap in household wealth along racial lines in the United States reflects policies and institutional practices that create different opportunities for whites and African-Americans. Personal ambition and behavioral choices are but a small part of the equation.\u201d<br \/>\nShapiro wrote, \u201cIn gross terms, the difference in median wealth between America\u2019s white and African-American households has grown stunningly large.<br \/>\nThe wealth gap almost tripled from 1984 to 2009, increasing from $85,000 to $236,500. The median net worth of white households in the study grew to $265,000 over the 25-year period compared with just $28,500 for the Black households.\u201d<br \/>\nHe said five factors account for two-thirds of the proportional increase in the racial wealth gap: number of years of home ownership, average family income, employment stability, college education and financial support and inheritance.<br \/>\nAccording to Shapiro, home ownership accounts for 27 percent of the growth in the racial wealth gap. If we look at those at the top, they are not those who have made the major innovations that have transformed our economy and society; they are not the discoverers of DNA, the laser, the transistor; not the brilliant individuals who made the discoveries without which we would not have had the modern computer. Disproportionately, they are those who have excelled in rent seeking, in wealth appropriation, in figuring out how to get a larger share of the nation\u2019s pie, rather than enhancing the size of that pie. (Such rent seeking activity typically actually results in the size of the economic pie shrinking from what it otherwise would be.) Among the most notable of these are, of course, those in the financial sector, who made their wealth by market manipulation, by engaging in abusive credit card practices, predatory lending, moving money from the bottom and middle of the income pyramid to the top. I\u2019m on the Wall Street side, not their side,\u201d George Yih, one of a group of prospective jurors whose names were plucked from a tombola by the clerk, said under questioning from Judge Ronald Zweibel on Wednesday. \u201cThey can protest all they want, but they can\u2019t brainwash my mind.\u201d<br \/>\nYih was removed from a shortlist for the panel that will decide if McMillan, 25, assaulted Officer Grantley Bovell by striking him with her arm at Zuccotti Park in March 2012. McMillan denies the felony charge and says that she was reacting to having one of her breasts grabbed from behind. She faces up to seven years in prison if convicted.<br \/>\nBut Yih\u2019s remarks were only the first in a succession of criticisms against the anti-capitalist movement made throughout the day by other would-be jurors. Each said that he or she had ties to a finance industry that holds <em>about<\/em> one in nine jobs in New York City and pays more than a third of the total wages earned annually in Manhattan.<br \/>\nAnd as one after the other was rejected \u2013 either by McMillan\u2019s attorneys, state prosecutors, or the judge \u2013 a jury selection process that the defence had hoped would be completed in one day reached the end of a second with only seven of the 12 jurors\u2019 seats filled.<br \/>\n\u201cFor 20 years, my occupation has been, in some fashion, on Wall Street,\u201d said Jason McLean, who said he was an equity trader living in Murray Hill with his wife, who was also an equity trader. \u201cEverything I believe \u2013 my morals \u2013 are kind of the antithesis of what they represent.\u201d He concluded: \u201cI don\u2019t know that I could be completely objective.\u201d<br \/>\n\u201cI like to think of myself as fair,\u201d Alan Moore, who said his wife worked on Wall Street as a bond strategist for Credit Suisse, told the judge. \u201cBut in terms of Occupy Wall Street in general, I would give less credibility to that group than average.\u201d Even to a witness in court? \u201cYeah,\u201d said Moore. \u201cThey seem to be people moving a little outside regular social norms and regular behaviour. Therefore I don\u2019t give them the same level of respect as people who follow the line.\u201d<br \/>\nRequests by McMillan\u2019s attorneys to exclude both McLean and Moore from the jury were granted by the judge, despite being challenged by Erin Choi and Shanda Strain, the assistant district attorneys representing New York. We&#8217;re right here,&#8221; Daisy Perez, a social worker at the Cecil C. Hinton Community Center, said as she located the center of the red areas that represented the top 10% most-polluted census tracts in California. &#8220;It&#8217;s so sad. Good people live here.&#8221;<br \/>\nPollution has long plagued the Central Valley, where agriculture, topography and poverty have thwarted efforts to clean the air and water. The maps released this week by the California Environmental Protection Agency show that eight of the state&#8217;s 10 census tracts most heavily burdened by pollution are in Fresno.<br \/>\nFor residents of the state&#8217;s worst-scoring area, statistics tell only part of the story of what it is like to live there.<br \/>\nIt&#8217;s a place where agriculture meets industry, crisscrossed by freeways. The city placed its dumps and meat-rendering plants there decades ago.<br \/>\nHistorically, it was the heart of the city&#8217;s African American community. The Central Valley&#8217;s civil rights movement was centered in its churches. Why Kidnapping, Torture, Assassination, and Perjury Are No Longer Crimes in Washington<\/strong> \u00a0he members of the national security state, unlike the rest of us, exist in what might be called \u201cpost-legal\u201d America. They know that, no matter how heinous the crime, they will not be brought to justice for it. The list of potentially serious criminal acts for which no one has had to take responsibility in a court of law is long, and never tabulated in one place. Consider this, then, an initial run-down on seven of the most obvious crimes and misdemeanors of this era for which no one has been held accountable.<br \/>\n*Kidnapping: After 9\/11, the CIA got into kidnapping in a big way. At least 136 \u201cterror suspects\u201d and possibly many more (including completely innocent people) were kidnapped off the streets of global cities, as well as from the backlands of the planet, often with the help of local police or intelligence agencies. Fifty-four other countries were enlisted in the enterprise. The prisoners were delivered either into the Bush administration\u2019s secret global system of prisons, also known as \u201cblack sites,\u201d to be detained and mistreated, or they were \u201crendered\u201d directly into the hands of torturing regimes from Egypt to Uzbekistan. No American involved has been brought to court for such illegal acts (nor did the American government ever offer an apology, no less restitution to anyone it kidnapped, even those who turned out not to be \u201cterror suspects\u201d). One set of CIA agents was, however, indicted in Italy for a kidnapping and rendition to Egypt. Among them was the Agency\u2019s Milan station chief Robert Seldon Lady. He had achieved brief notoriety for overseeing a la dolce vita version of rendition and later fled the country for the United States. The key organization in the coup that took place here recently was the Organization of Ukrainian Nationalists [OUN], or a specific branch of it known as the Banderas [OUN-B]. The OUN goes back to the 1920s, when they split off from other groups, and, especially in the 1930s began a campaign of assassinating and otherwise terrorizing people who didn\u2019t agree with them.<br \/>\nAs World War II approached, they made an alliance with the Nazi powers, they formed several military formations, so that when Germany invaded the Soviet Union in June 1941, they had several battalions that went into the main city at the time, where their base was, Lvov, or Lwow, it has a variety of spellings [also &#8216;Lviv&#8217;]. They went in, and there\u2019s a documented history of them participating in the identification and rounding up Jews in that city, and assisting in executing several thousand citizens almost immediately. There were also involved in liquidating Polish group populations in other parts of Ukraine during the war.<br \/>\nWithout getting deeply involved in that whole history, the Organization of Ukrainian Nationalists to this day defend their wartime role, they were backers of forming the 14th Waffen SS Division, which was the all-Ukrainian division that became an armed element on behalf of the Germans, and under overall German control.
