How big a difference will the new teacher-evaluation system make in this first year? It’s been talked about since the new teacher tenure law was enacted in the summer of 2012 – the day that every school district would need to have in place a system to annually grade teachers on a four-point scale from “ineffective” to “highly effective.” Ready or not, that day is here.
Read more at www.philly.com/philly/news/local/20130904_New_school_year_heralds_teacher_evaluations.html#48hxVII7MjXudzuu.99

With Democratic California Right Behind In a major shift in how California’s 6.2 million public school students are taught and tested, state officials plan to drop the standardized exams used since 1999 and replace them with a computerized system next spring.

The move would advance new learning goals, called the Common Core, which are less focused on memorizing facts. They are designed instead to develop critical thinking and writing skills that take formerly separate subjects — such as English and history or writing and chemistry — and link them. Forty-five states have adopted these standards.

California is moving up its timetable for the new computerized tests by a year, leaving some school districts scrambling to prepare.

Schools must have enough computers available on each campus to handle the testing, for example. It is a crisis of the economic order itself. This is evident in the inability to restore prosperity on any substantial scale. The future is one of incomplete recovery: of economic decline, mass disemployment (including millions in clerical and professional occupations), lower standards of living, and war. Every depression is in a sense a crisis of capitalism. But this depression represents the development of a fundamental, permanent crisis in the economic and social relations of American capitalism. Only a deep-going crisis could force government and industry to adopt measures which were formerly condemned as opposed to economic progress. The intervention of government in industry is, of course, nothing new: the development of capitalism has been accompanied by growing government aid to industry. But such aid was limited in scope. It was, economically, an expression of the upswing of capitalism, of the necessity of government action to “regulate” the developing relations of trustified capitalism. But to-day government intervention is on an unprecedented scale. Its economics and politics are an expression of the decline of capitalism, of the necessity of government action to prop up the sagging foundations of the economic order. The avowed aim is to insure prosperity, formerly achieved by the working of “free” capitalist enterprise. The real need is for increasing use of government to manipulate economic forces, for state capitalism, because capitalist industry is unable to function as of old. The forms of state capitalism may change, but the need remains, with fascism looming ahead. As capitalism declines, the state must intervene more drastically to aid industry and suppress labor. It is the death of the old world, not the birth of the new. www.marxists.org/archive/corey/1934/decline/intro1.html

The Second on the 2008 Collapse

The Emergence of Fascism as a Popular Mass Movement

The Art of Collaborating with the Nazis in Hollywood Ben Urwand’s The Collaboration: Hollywood’s Pact with Hitler (The Belknap Press of Harvard University Press, 2013) is a disturbing, unsettling and must-read. But aggressive capitalists, whether operating in US dollars or German Deutsche Marks, do not distinguish between good and evil (think Allen Dulles, famed Wall Street lawyer and OSS/CIA). Given the assistance of major service providers, how much data can the spies access?

Chris Kitze: Probably all of it. I think your listeners and viewers should assume that everything that goes through the NSA has been broken in real time. I think they want the ability to look back in time to see somebody and find a pattern. And so, they’re looking at who this person was in contact with, what they said to that person, those kinds of things. The problem here in the United States is that it’s actually against the law, it’s called wiretapping. And you can do it when you want, but you can’t do it on a huge scale. Like, apparently, they’ve been doing.

RT: Hundreds of millions of dollars have been spent on this, so what kind of information can the NSA or GCHQ get its hands on? Is it all just to listen-in on militants’ phone calls? Industrial Espionage?

CK: Absolutely.
